No man can honestly be charged with the responsibility of the Cold War. An argument requires two people, and America should not have been one of them. However, we were. Truman did push along issues and his policies did not help in avoiding the Cold War, but this does not make him responsible. Even before Truman took office, issues arose with the Soviet Union that were not resolved immediately. Any issue left to fester will not go away quickly or quietly. Therefore, the Cold War came into existence and lasted for a long time. This was by no account of one person, one decision, or one moment. The ‘no’ article charges the decisions made by Soviet leadership with the responsibility of the Cold War. This is no more true than charging Truman, or Stalin, or Khrushchev, or even me with the responsibility of the Cold War. Because of all this, Truman is not responsible, just as no other individual is responsible, for the Cold War.
I agree with the fact that Truman was not responsible because an argument requires two sides. Truman did not have complete control of the war, therefore, he could in no way be responsible for it on his own. The Soviets were equally responsible, as were the US citizens, senators, and other office holders.
Soviet-American tension did in fact begin long before Truman took office, and he cannot be held totally responsible for past conflicts that strained relations between the two nations. The consequences of the preceding history between the two nations bled throughout many future presidencies and created a number of issues, with the Cold War being one of the largest.
I completely agree that Truman was not responsible for the events of the cold war. He definitely could have contributed some, but overall there is no way that one single individual was responsible for this war.
Truman was in no way single handedly responsible for the Cold War, nor could he have ever been the single cause even if he tried. Stalin was equally responsible as was the US public and the citizens of the Soviet Union. The president, against the common child’s belief, does not control the nation and he can most definitely not make decisions of war without consent from the other officials in power, put there by the votes of none other than the public. We are responsible for the Cold War as a nation, as is the Soviet Union. Truman may have not been on the best of terms with Stalin, or any communists for that matter, but he is not solely responsible for the Cold War any more than you or I.
Stalin most definitely played a large role in the beginning of the Cold War. I also agree that As the president, Truman cannot just make these large of decisions on his own. Other prominent powers within the US government also hold responsibilities for international actions on America's behalf.

The largest factor that can be attributed to causing the Cold War was economic and political competition between democratic and communist ideals. Truman's decision to utilize the atomic bombs to swiftly end WWII did play a part in the Cold War, but it served to escalated an inevitable conflict rather than actually cause it. One man cannot be held responsible for such a large-scale international conflict, but Truman was definitely one of the most involved parties in the initiation of the Cold War.

Truman could have kept the country out of an international conflict, but he did not. Sure, it wasn't all his fault for the Cold War, but he controlled how the U.S. responded to the USSR. Instead of figuring a way out of the conflict, he just increases the tension by sending money to keep countries from communism. Both countries largely misunderstood the other and kept suspicious instead of actually solving the issue.

The fact that the public put Truman in power and the other officials who carried out and seconded his actions, proves that US citizens were just as liable for the Cold War conflict.
I do not believe that president Truman was completely and solely responsible for the outbreak of the cold war; however, him and his administration are largely to blame for most of the events in the war. The US and president Truman could have tried different tactics with the soviet union in order to shorten the length of the war and prevent some of the hostilities. Nevertheless, there is no way that president Truman alone could be blamed for the cold war, because this war was building up all throughout the first and second world wars.

I do believe that Truman was pretty responsible for the Cold War, however, he was not totally responsible. He was president and he had the power to not go to war with the Soviet Union but he did. He was pressured by the people of the U.S. and by his administration which is why he is not totally at fault. However, he should have found a different route besides war. I am sure at the time he was under a lot of stress and war seemed the easier route. So if I really had to pick if he was at fault for the Cold War I would say it was not his fault for the Cold War. You can't blame one person for a huge war.
